A couple of years ago I was using it a lot:

It sits in IE in place of Favorites, saves web pages as they are,
or any parts of them, or combination of parts.
Easy editing of everything visible...
I thought it was called Snippet.

After two hours with Google I gave up.

Does it ring a bell?
