cannot download programs

I tried to download regular programs, and a screen pops up saying "my security settings does not allow me to download this file.." I"m just trying to d/load regular stuff from download.com, and my security settings is set a medium. What else do I need to check for?

IE > Tools > Internet Options > Security Tab >Custom Level > Download > File Downloads > make sure enable is checked
