Question Cannot download anything on my PC

I have a really weird problem that I noticed a few weeks ago. I cannot download anything through any of my web browsers, they are always "blocked". I've tried about five browsers. Things I have tried so far

Security Settings in the Internet Zone, select "allow downloads". Nothing.
Disabled Firewall for testing. Nothing.
Disabled Antivirus. Nothing.
Reinstalled a browser. Nothing.
Changed download folder. Nothing.
Checked Event Viewer - nothing on it.
Checked other pcs in the house - they have no issues.

My system is Windows 10 v 1909.

Anyone come across this problem before?

Don't know if I can help but is it one specific site or file type or have to tried downloading other types of files from other sites? Anything in your Anti-virus log files about preventing the download?
