Question Cannot delete executed files due to lack of administrator privilege unless I reboot then it deletes fine?

So if I execute any type of file and exit then try to delete the file it says folder access denied and won't let me delete it. However if I reboot then the file deletes just fine. It can be any type of file, even a text document. Once it's launched and I exit then I can't delete it. So I made a video capture of my screen to illustrate what it does. In this example I installed the game Toonstruck from GOG then I wanted to remove the install file since I don't need it. But can't remove it unless I reboot...it's just one of those really annoying things. So i wanted to know how I can fix this?
