Cannot copy and paste in notepad. Clipboard is messed up!!!!!

I cannot copy and paste anywhere, first I suspected it was MS 2013 32-bit apps (I am running Windows 7 Pro 64-Bit) but I cannot even do it in NOTEPAD to NOTEPAD!!! Definitely has to be OS based. I checked memory and CPU usage and nothing is remotely running at 100%. Ran MalwareBytes and AV to see if there was infection but nothing. I have 24GB DDR4 RAM and I even set PageFile to 40GB on my 500GB SATA HDD to ensure that it wont be a memory issue. At random times Windows 7 would give the error [An application is using a large amount of data in the Clipboard............]. I have tried to Google workarounds and even setup the cmd line shortcut to clear Clipboard before copying and pasting and it still doesnt work like it should....... Short of a reimage, is there ANYTHING ELSE I can try???

It's not hardware. It's Windows 7. The public library Windows 7 systems also have this well known/famous issue. Some possible things to try:

Uncheck "Clean clipboard"

Kill RDPCLIP.EXE and restart
