Cannot connect to my ODROID XU4

hey guys been having a issue with my PC as of late. First off ill start by saying it used to work...now it dont lol. Ill start here i have 2 PC's both running windows 10 and both hooked up to the same router as the ODROID XU4 is. I can access my ODROID XU4 from my other pc via typing its ip address \\192.168.0.xx into my address line of my pc to access its internal sd card to add games and such. Works fine.

BUT on my other PC when i try to access my ODROID the same way i get "windows cannot access 192.168.0.XX check the address or you spelling and try again." So i reset m y router to factory specs...still nothing and still working on my other pc...so i formatted my pc...100% brand new fresh new install of windows 10...STILL NOTHING but the other pc just fine....

Im now at a loss...the hell is going on...why cant i access the same machine my other pc can on this pc even after a fresh install of windows?
 
both computers and ODROID are physically hooked up via ethernet cable to my service providers router/modem Hitron CGNM-2250
