Cannot connect to any ftp sites

I am using Internet Exlorer 6, and a dlink di-604 router. I cannot connect to any ftp servers from my computer. I tried enabling ports 20 and 21 in the router setup, and set Internet Explorer to use passive ftp. Still I get the "a connection with the server cannot be established" message.

Any help would be appreciated.

Its possible for the ftp's to be utilizing different ports in order to access them.. You may also want to just forget about using IE for any type of ftping as well... Especially with many superior 3rd party ftp proggies availible... Smartftp and Filezilla being 2 free ones which are very good... Google search them for download locations.
