Whenever I go to apply, the the headers load, then the page refreshes and my sig is not updated. Happens with both Opera 8.5 and I.E 6.

problem may be that you are using one of the newer internet security programs, such as Norton Internet Security, and your settings are too strong. If so, try temporarily turning it off to see if that is the problem. If you are using Windows XP, temporarily disable the Windows firewall. If that allows you to post, try adjusting your settings.
