cannot boot or install xp

I just bought a new harddrive and build this computer from scraps. The motherboard is a asus from a compaq. I tried to install windows but cant even acess the cd. Everytime i turn on the pc it gots through all the start up stuff then brings me to "reboot and select proper boot device" I press esc and press the boot device and still gives me the message. I dont know what happend. When i press the cd rom (not even name cd rom in bios) boot device the cd rom blinks then brings me to "reboot and select proper boot device". I have tried everything. I havent tried to switch out cdrom drives. This cd rom is old so i dont know if that could be the problem. The setup is a p4 2.6ghz 512mb ram 5700le gpu and a seagate 160gb.
