Cannot access Safe Mode

When something goes wrong on my computer and the Windows recovery screen comes up on reboot I can't access anything on the screen....the keyboard doesn't do anything. So the only thing I can do is wait while it counts down 30 seconds and boots into Windows. Anybody know what's wrong and how I can fix it so I can boot Safe Mode? Thanks.

Are you using a USB Keyboard and/or mouse? If so you need to enable "legacy USB Support" in the BIOS ( if your BIOS supports this ) or the USB keyboard / mouse will not be available until windows loads the driver.
