Cannot access new files on an NTFS system.

I have a network. I downloaded some files on one system. I want to view them on a different system, but I cannot access them.

The files are in a shared folder and I can the old files, but all new ones cannot be accessed.

If I unshare the folder and re-share it again then everything will be fine, but I obviously I need to get to the system first.

How can simply access all files from the shared folder on any system from the network?

I checked the new files and found that they do not have all the permissions of the parent folder and not Everyone permission at all.
I applied folder permissions to all folders, but I still have to do this every time.

I think there has to be a way for all folders and files to inherit all applicable permissions? Why is this not happening.

The checkbox is checked to inherit permissions, but it still sill not. If click apply all valid permissions from the parent to all files and subfolders the permissions are added and it works fine.

The child file shows that it inherits permissions from the correct parent but it does not inherit everything like the everyone permission.

Why is it happening and how can all permissions be transferred to the child?
