I dont live in CA, but from what I have seen, Arnold has made the effort to give the residents what they want after he lost all of his props 2 years ago. Thats a good thing if you change your politics to represent your voters.
He is the libertarian candidate for governor. He also was the mayor of Bellflower briefly and was on the libertarian presidential ticket as vp with Harry Browne in 2000.
Most people have never heard of him and will probably only ever see his name for the first time when they are voting for someone else on tuesday.
