I have no issue with Canada declining the offer, you were straightforward about it and gave a rational reason why you didn't (even if I disagree in part).

Why would we want to make ourselves a target.
there is no point for us to join this program.
it is my gut feeling that our PM no matter who it is will authorize a strike over our soil as it is mostly barren.
so i dont think canadians or americans should worry at all about this.

on the sub issue, all we need them for is to show that the north is our land, nothing more...they will never see combat.

It would be turned down. With our current situation, I am convinced that the majority of people are clinging to false beliefs just so that they won't have to start changing anything for the future.

Come on, how many people still think Iraq had WMDs and Al Queda(sp) ties, or that the war on terror is real as it is put forth? Way too many.
