I don't think I've ever seen anyone smiling on their drivers license/passport.

4 hrs waiting in line at the DMV has a habit of removing most smiles.

I get it now. But, I personally haven't sat there for hours (took 30 minutes when I went for my permit, and got my license through the mail after the road test). Haven't had to renew my license yet. Although, my mother has probably sat there for hours before. I have gone to the Garden City DMV.
 
now if that doesn't just scream "SOCIALISM"...I don't know what does! Bah, can't be rich, can't be poor, can't be happy, can't be mad/sad...whatever....
