Can your TV out fill the entire tv screen? ie no black borders around the picture?

I have an ATI AIW 128 and 128 Pro, neither can fill the entire tv screen. After adjusting as much as possible there is a black strip across the bottom.

I was wondering what tv out cards can do this. I used to have a Matrox G400 Marvel, that card could do it.

I have a radeon LE with tv out, and the full screen option doesnt cause any black lines at the bottom.
