Can your cell phone dial emergency numbers while locked?

Just curious if this is a common thing among all cell phones? My cingular 2125 does it.

I know i posted about this happening a few months ago, but it happened again today and its getting annoying.

Emergency #'s being; 911, 112, 08

Yes, my old Nokia(s) did it. I believe most phones will unlock to temporarily to dial 911.

911 i'm sure, as far as I know, they're required to. No clue what 112, and 08 are though. I use a Nokia 3650
