Most around here do. I've ran into a few that don't. The worst is when they don't but have no signs up saying they don't. I'm so used to it now that I just order without thinking about it, and then find out when I get to the window. Oops, no food for me.

All local restaurants have started taking cc's within the past 3 or 4 years here locally. I use my card at the drive-thru all the time. Thumbs up to Wendy's, who seemingly have a direct line to the banks, as it only takes a matter of seconds before they hand your card and receipt back.
This "direct connection" you speak of is nothing short of simply a broadband connection ;)
 This I know. My point is that it's damned quick, and every other restaurant needs to employ the same procedures. Wendy's swipes at their terminal, and the receipt prints literally 2 seconds later, and you're on to the next window without signing a thing. Most other restaurants have to go to another location in the restaurant, swipe the card, input the price, hit a couple of other buttons, then it takes another 30 seconds for the receipt to print.

Soft taco tax = $.79 or so

That's a lot, I avoid places that do this, but usually it's around 45 cents. I think they could get in trouble if they're using the Visa/Mastercard network, they can't charge more for credit card transactions. It's in the terms and conditions of the agreement they have with the credit card.
