Can you use a phone card on a cell phone while roaming?

I have a 100 min phone card, and I'm wondering if I can use it with my cell phone when I'm roaming so I dont have to pay roaming charges to my service provider. Does it work this way?

no. You pay for you minutes no matter what you are actually doing. A phone card cannot override roaming charges.
