Can you use a labtop as a wireless usb adaptor for a desktop?

If you mean plug the laptop which has a wireless connection on it into the desktop with a USB cable between the two, and make Windows detect a wireless connection, no.

However if the two machines have network cards (or you can add a network card, or use USB network adapters), then the laptop can work using Internet Connection Sharing in Windows or various Linux or FreeBSD router software in order to let the desktop access the network that the laptop connects to wirelessly. The laptop works just like a home router with a wireless connection in this setup.
