Can you turn someone in for attempted animal cruelty?

Saw something today that just about made me want to pop this guys head like a cork. One of my idiot neighbors was out in his front yard and his dog was running around, playing, having a grand old time, doing what dogs do. He then comes flying off the porch with this big iron poker looking thing and starts threatening the dog with it. He didn't actually hit the dog, but the way the dog cowered in the grass, you could tell he's probubly done it several times before. He made several false starts at actually hitting the dog, swinging very close to him, but never following through and never making contact with the dog. I was so mad I wanted to rip this guy to shreads and I could have very easily as I'm perty close to twice his size. But I restrained myself, forcing myself to calm down before running off and doing something stupid like kill him. By the time I had collected myself he had gone inside and dragged the dog with him yelping all the way. Now I can't prove that he's ever been cruel to the dog or any of his animals, but the way that dog cringed, I'm almost 100% certain he has been.

Should I report him to the Humane society or wait till I actually see him hit the dog before I do? Or should I report him to the cops?
 
I would report his ass ASAP. If he's doing crap like that, he's done it before...

Sick bastard.

I would lie and say you did see him hit the dog. Cruelty to animals is worse then cruelty to humans:|

That's the problem. I'm afraid the next time I see him do it, I'll probubly just snap his neck before he has a chance to follow through on his initial swing. I've done very good at controling my very volitile temper over the years, but beating animals pushes me over the edge very easily.

My suggestion is keep a cool head.
Although I would probably crack his skull too if I saw him whack the dog.
Get incriminating evidence such as camcorder or digicam video mode will do.
Turn that in to Humane Society or Police.
That'll do him in. :|
 
A buddy of mine mows lawns for people & at this one place a woman keeps her dogs in a locked wooden shed. My buddy says it reeks to high heaven & the dog Sh*t & p*ss is rotting away the wood. He can hear the dogs in there but he's never seen them.
He's called various police agencies, human society, dog catchers, even game wardens. Everyone claims nothing can be done about it.
The closest he got was to have the dog catcher go with him to the house. They ask the lady to see the dogs & she said they were her son's dogs(who lives out of state) & she didn't have the key for the lock! WTF?!?!

Last i new they were still stuck in that shed, no one doing anything about it. :|
