Sure you can. Jailbreak your phone and hit up Cydia for the app...

As for the latter question, I would think so. Simply because when you turn off your laptop, you're not stuck with a useless vestigial piece of equipment.

You don't actually need to jailbreak it anymore: iPhone data and tethering can cost you only $15 per month. The article talks about how you can use a non iPhone data plan with an iPhone (and pay $15/month instead of $30/month), but also explains how to get tethering with iPhone OS 3.0 w/o any jailbreak, fees, etc.
