Can you tell me why my new rig won't restart?

Just assembled a new computer using an ABIT KX7-333 MB & Win XP Pro. Everything looks good, however, when I do a simple restart it won't boot up. Tried cont/alt/del with no luck. Power switch or reset won't work either so I have to unplug it! I hate to do that. I did install the driver for the MB too.
Also, what is the freeware available named Softbuzz? Any idea's on either appreciated... Thanks.
