You can't teach yourself to sing well if you don't have the pipes, but you can certainly teach yourself how to listen for pitch and how to use proper technique...

there's singing and there's being gifted. singing can be taught thru vocal lessons but man....there are some that can't be taught.

haha and for william hung, aside from the accent he did carry the tune pretty well.

It certainly doesn't hurt to have some natural talent, but almost anyone can learn to sing.

Go to a vocal instructor. They will tell you where your strengths and weaknesses lie, and they can also help you with pitch, tone and technique.

Singing is quite easy really, though few people would ever make it on American Idol. That's primarily because AI is all style and no substance though. Even those who sing poorly have been able to make a career out of it, just checkout some of the greatest musical artists of all time for poof of that.
