Can you "take in" a blazer?

Well, can you? I bought one second hand and the last guy was FAT. Not too fat, but I'd like to take about 2-3" off the waist.
 
That sounds like you want to take it in, which is different than the hem, which is the bottom of the garment. A lot of dry cleaners also do alterations - check the phone book.
 
I was in a similar situation two months ago with a winter coat that I had bought that was way, way too big around the waist/hips. I returned the coat since the tailoring job would have cost nearly half as much as the coat. I was quoted $75, but it was wool.
