Can you sell/transfer AppleCare plans?

there are some guys on NYC Craigslist selling AppleCare plans for macbooks/ibooks.

Is this legit? Can you really buy an Applecare plan from the apple store and sell it to someone else?

They aren't valid until you tie it to a piece of hardware. So I don't see why he couldn't unless he has already registered the warranty with a specific piece of hardware.
