can you run windows xp on a server?

Sure, within the limits that XP home has. E.g., if you have an 8 way server, your still only going to use one CPU (2 if you use Pro). If there are 2k or 2003k drivers for it, those will work fine for Home/Pro unless the manufacturer specifically disallows them for some reason.

Ok lets say i have WinXP Pro/Home whatever.. if i buy an AMD Opteron and its motherboard... can WINXP install for the server..?

Yes, but only a way way Opetron system with home, 2 way with Pro. Can't support a 4 way config with the desktop OS's.
 
Heck, you can use your current desktop PC for a server if you wanted to. Download and install some server apps, fire them up, and go back to your work in MSWord or game playing. Unless you start hosting Yahoo's website, it's not going to make much of a performance difference on a modern fast PC.
 
A server is a computer that serves up files and webpage and other stuff like that. A server can be any computer. As with any computer you can run whatever operating system you like on a server.

People use different operating systems because they can do different things with the security and process control and such.

You don't see big companies running windows xp on their servers because security would be a nightmare, and microsoft loves to make software that is inefficient, bloated, and generally more insecure than anything else.

Linux is an operating system (OS).

Or, more accurately, Linux is an OS kernel. There are several OS distributions based on Linux, such as RedHat, SuSE, and Debian.

The only way to run Linux on top of XP is to use a virual machine, like Microsoft Virtual PC, which lets you run a PC within a PC. Funky stuff.

Actually, if you just want to experiment with Linux both user mode Linux and CoLinux run on top of existing MS installs and coexist fairly nicely.
