VirtualBox uses virtualization, which isn't possible when the host device (Android tablet) uses a different CPU architecture than the guest device (x86 PC running windows). You need BOCHS and QEMU. It can be done though:
Android uses a modified Linux kernel. It doesn't use GNU Linux. You can't just run Virtualbox on it.
My router runs Linux(well a Linux Kernel), you think I could run Virtualbox on my router too? Of course not!
If you mean modifying Virtualbox source to run on Android well then that might be possible in theory.
