Can you resell an OEM XP license?

So my new Inspiron 600m notebook is coming in tomorrow. I want to put my own XP Pro license on it and ebay the XP Home license that it came with.

Can I do that, assuming I throw in an old mouse with it?
 
No. OEM license is tied to the hardware it was purchased with. You can only legally install and use that copy of XP Home on the laptop you bought.

Hmmm...

If thats the case... How can places like Newegg sell oem licenses? How can you do what they do?
 
If you read the fine print with most of the stores, they state that the OEM version of the software must be sold with an item of hardware, such as a harddrive or motherboard. That is how they can qualify it as OEM. The fact of the matter is, many of these retailers will sell the OEM version without a hardware order.

The fact remains that your EULA will state that the OEM version of XP Home is for use only on the laptop and cannot be sold separately.
