Can you put an Alltel PRL on a compatible phone regardless of current PRL??

I have a Nokia 5185i that I recently bought and it had a Verizon PRL on it. It was an Alltel compatible phone so I bought it, but I did not realize it had a Verizon PRL. So I take it into my local Alltel office and ask the guy if he can put an Alltel PRL on the phone. He says no and gives me some bull about using some codes and stuff that they need. I think this guy is complete B.S. Is this true?
