can you make pictures black/white with paint.net?

can you make pictures black/white with paint.net? I looked through all the effects but could not find it.

If not, what basic, free program can I use?

You didn't look very hard 😛 Layers -> Adjustments -> Black and White

The best freeware I know to do that conversion is IRFANVIEW. You really want grayscale for a photo - not straight black/white.

Easy . . . open IFV, open a color photo. On the top menu go to Image - scroll down and click on Convert to Grayscale. That's all there is to it.
