I think I know what the issue is, but do not want to say ahead of time and possibly steer the conversation the wrong way.

Over the last few months, I have noticed small tearing on my computer screen - small green horizontal lines intermixed with any types of displays I am viewing (office programs, web browsers, etc). Included with this extra eye candy is the occasional "blink" of my computer screen - for about a second my display will turn completely black and come back.
I have a Dell 19' 2001FP, BFG 6800 Ultra 256mb card...I think the rest of my rig is in my sig. What are your thoughts, and if I wanted to RMA something, how can I definitively prove (via a reportable test) that [something] is broken and therefore needs to be returned?
