Someone has to pay for the copper; and the DSL is priced to be an add-on.

A basic residential measured rate line is quite inexpensive. It also serves as a backup for when the cell site goes down.

There is No Rules, or regulations.

You have to call your provider and find out from them.

Yes you can. Its called a dry line, and it seems to be becoming an option from more dsl carriers now.
