Can you change the address bar length in IE8 or IE9

IE9 you definitely can. I cannot remember IE8 but I believe you should be able to. You just need to go to the right edge of the bar and a resizing cursor will appear allowing you to drag to your preferred width.
 
I liked IE9, except for the fact that there was no "Favorites" in the top left corner like IE8, where I could just click it and mouse scroll all the way down instead of just hovering my mouse over my list and waiting for 30 seconds until it got to the bottom.
 
I find both 8 and 9 very customizable, so I can go from one to the other with minimum difference. My IE8:

There are sliders to change widths, but you must first unlock the bars.
