Can you buy used game codes?

I am looking to buy a few pc games here soon for the first time in forever, can the codes be transferred to new accounts?
 
no. you can buy an existing account or you can buy gift codes. can't buy used codes. Green man gaming at one point was really pushing the option to trade-in digital games.

the amount of games you can actual trade in at this point is very limited since they pretty much only sell steamworks/origin/uplay games.
