Strange question, but is it possible to buy a new car w/o a driver's license?

Yes.
You dont need a licence to own property.
Just need it to drive that property on a public road.

I would doubt it, seeing as to how you would want to either: 1. Test drive it before you buy it (hopefully). or 2. Drive it off the lot since you just bought it.

Absolutely. My nephew went through the dealership to purchase his Cadillac STS custom a few days after his 18th bday and doesn't have his license yet. He paid cash, so I don't know how much of a factor financing would be.

He was able to test drive it, and drive it home because his mom was with him and he had a permit.

Yes and you can buy and sell airplanes without a pilots licence as well.
