Can you buy a laptop w/o a HDD or OS anymore?

My daughter has a Samsung Series 7 Chronos which has been nothing but a PITA since Day 1. I put a new SSD in it, and Windows 10 Pro, probably some RAM and about a gillion hours of time trying to make it perform. Needless to say it is still a POS and I would like to fling it from an overpass.

Obviously, I would rather migrate the expensive bits to a new lappy and not buy them all over again. Any ideas?
 
yea there are not enough laptops sold without OS (or linux default) to make it a competitive market for good pricing. A simular spec laptop without an OS sold in one place can be found for just the same elsewhere with windows.

BTW what version of the Samsung Series 7 Chronos? 2013 model seems to come with an i7. Doesn't seem to be a push over.
