Can wireless router be used as a wireless access point?

Can a wireless router be used as a wireless access point? I want to expand the wireless range in the office. I see that there is a wireless router on sale at Bestbuy.ca and am thinking of buying it. But I don't know if it will work.

If it does work, do I have to plug it directly to the wireless highspeed internet router (which actually defeats the point of trying to expand my range), or will it work from any of the extentions? Or can it work wirelessly with the internet router?
