Can WinRAR compress/decompress .Zip archives?

I prefer .RAR archvies to .ZIP for personal use, .ZIPs hold sway online, so my question is if I got WinRAR so I could use RARs for myself, is it fully functional for Zips as well?

If you try harder RAR will dominate online. It is far superior to zip files. The thing I like most about RAR is that I can make a multi-part archive and zip can not do that. This feature came in real handy when I needed to send a 24mb files and could not send a file over 2mb in size.

That's one major reason I like it better to. The only way zip can make multivolume is spanning floppies...and that's just painful if one floppy dies the whole set is ruined. With rar just chunk it to 1.4MB and put it on disks (why the hell you want to now adays i don't know, but it was useful at one time), but of course the big one is email attachment size limits. :D
And the compression ratio is better than Zip I think..
