Can WinDVD 1.2.99d take advantage of the ATi Radeon DVD hardware assist features?

Don't know about the Radeon specifically, but I have a Rage Fury Pro and the ATi DVD player works better than WinDVD or PowerDVD for me.

But to answer your question, I don't know but does it say on WinDVD's web site?

This is correct, but WinDVD does work great with my 64meg VIVO.
