Can Windows XP Block internet access?

I have a friend that wanted to know if he could block a user access to their account or the internet? What would be the best way to do this? He wants to limit when his child can get on the computer and when his child can surf. Thanks!

Theres a setting in the User Accounts under the control panel "Keep My Files and Folders Private", just check that on the Administrator account. (Granted this option might only be available if your running NTFS.) Windows XP Doesn't have an internet monitoring tool, to restrict access at certain times. You would have to use a program like Cyber Patrol.

Not with the native fw. Norton Internet Security (as well as other personal firewalls) will do this.
