Question Can Windows increase mouse rendering smoothness?

In Windows 10, mouse pointer movement and window dragging appear to be rendered at half of the monitor's refresh rate. I'd like it to render them at the full refresh rate. Is there a way to do that? Also, is it possible for Windows to render the mouse cursor and window dragging with motion blur (not a trail)?
 
Historically there have been various utilities to adjust USB mouse polling rate, but I don't know if same for win10, here's a win10 writeup:

 
Get a Rosewll ION D21 white gaming mouse. They automagically increase the reporting rate for the mouse in Windows (no extra software needed) and have high DPI.

Oh, and make certain that your refresh rate in Wndows is set correctly. Intel iGPUs before 9th-gen, I believe, could only do 4K30, and not 4K60, over HDMI.
