Can Win 98 be installed without old floppys?

I reformat and do a clean install every couple of months. I don't mind except for digging up the cd key numbers and since win 3.1 was my last full version win 98 asks me for all the disks to verify. I remember of someone saving certain files to floppy from the os before the hard drive is formated, then formatting, then copying the files back to a bare C drive and then installing the win 98 CD without all the prompts. Does anyone know what these files are?
