Can we use the USB C charging port for Data trans?

According to the manual, the USB Type C ports (#2) can both be used for charging or data:

That one only has one USB Type C charging port, the other one is only for data or peripherals.
Edit, it looks like that one only has one Type C, and it charges or can be hooked to peripherals. It doesn't say anything about using it for data.
