Can we change our IP? How's Router works?

Hi,
I live in a dorm, but my college cap the bandwith if they found out people using the bandwith too much.
They will cap the bandwith for the next 24hours. 🙁
Is there any way I can change my IP?

Let's say everytime I reboot my comp or using IPCONFIG I got new IP.
How's Router works?
 
Well, first, the nature of this post is "highly frowned upon" (circumventing bandwidth restrictions).

Second: it's not likely that changing your IP would matter: the cap is probably instituted at a port level of the switch you're attached to, or through an intermediate system. There are many things that the Network Admins can use to identify your system specifically.
