Can W2K3 be installed in a VPC

So, I don't have access to a W2K3 bootable disk, all I have is the install source. I'm trying to install in VPC2007 without any luck. I tried using a WinPE boot disk, but setup.exe squawks that there's no valid system partitions, presumably since there is no existing OS on the VHD. Thanks in advance if you have any tips.
 
I think in WinPE you can run winnt.exe in the I386 folder to start the install.
--> maybe winnt32.exe....I forget which one
 
What are you trying to accomplish? If you just want to learn or experiment, you can download the .iso for Windows Server 2003, Enterprise Edition from Microsoft and boot to the .iso image in Virtual PC. The trial version of Server 2003, Enterprise Edition, is good for 180 days, I believe.
