I assume you are talking about Windows. I see a couple free ones here here. There are much better options for linux.

Perhaps you can tell us what you're trying to accomplish? There's a lot of good PC proxies out there of varying complexity that serve different needs. Squid, Wingate, Winproxy, Sygate, etc.
