can tornado get quieter?

I have a Thermaltake Lanfire case and using the fan controller they included and i turned it to the min and only goes down to 2743rpm and there are only 2 audiable changes, hair dryer loud or super loud, is there anyway to get it lower? because there isnt any change in temperature when i put it from min to max, or is this just limted due to fan controller on it?
 
A Zalman Fanmate (which can be found at NewEgg) is exactly what you are looking for. I have one slowing down (undervolting) my HSF and it works wonderfully. It can adjust voltages from 5v to 11v.
