Can there be a 100% probability of precipitation and not rain/snow?

If I understand it correctly, a 100% probability of precipitation would just mean that based on times when a similar prediction was made in the past, it rained/snowed 100% of the time.

I believe the only time you get a 100% chance of rain is when it is actually raining.
