Can the motherboard cause this?

When I boot up the computer it stops and won't go any further at the "Enter Password" window. I have to use the Ctrl-Alt-Del method to shut down the computer. As you all know the next window is the programs open (running) window and it is blank.

I then reboot in safe mode and check the "DMA" & "IRQ's" the same comment is listed - "empty" or "unkown device".

I have removed all cards except my SCSI and Video card and the same malfunction is still there.

Has anyone ever experienced or heard of this?
