i thought red means no parking. but if you're sitting in the car and the engine still running, then the car is not parked. am i right? this is for CA if that makes a difference.

they usually honk at you and tell you to move along. that's what happened to me, except i parked at a 3-way intersection along the curb, so the traffic that was coming at me would have to make a left turn. the cop was making a left turn, so he couldn't just stop and make sure i moved... he honked and i was supposed to move, except i took my time and it didn't seem he looped around the block to come check that i was gone

CAN they? Yes. Even though you are still in the car, and the engine is running, IF the cop wants to be a pr*ck, he CAN write a ticket.

From the Kahleeforneeya vehicle code:
"(1) Red indicates no stopping, standing, or parking, whether the vehicle is attended or unattended, except that a bus may stop in a red zone marked or signposted as a bus loading zone. "

They are obligated to tell you to move. If you don't, then they can ticket you.

No. That's like telling you that your meter is expired, and offering to let you put money in it or move it, or get a ticket...you have already violated that particular law, and it's up to the cop whether to write a ticket or not...
